Will Companies File H1B This Year?

With less than a month to go, there are not many jobs out there and with New H1B Rules its difficult for big banks to hire H1B workers. So, if you are applying for H1B Visa for FY2010 in 2009, what is the probability to get a job in this economy? Some consulting firms are paying fines and salary for not paying employees in bench. So, those consulting companies are definitely not going to file H1B Visa applications this year. Which means the number of H1B petitions submitted will be less, so chances of getting visa approved is more, if there is lottery.
But, if there are no jobs available what is the use of just having H1B Visa? If companies applying for H1B to its employee currently working for them will have no issues, but what about consulting companies that are planning to apply? Will they apply at all?
